Sometimes the question arises in the minds of public opinion that what is the intention of the 13th administration of Iran by starting the new negotiation process and what are its dimensions?
The answer to this question requires a brief review of the history of Iran from the end of the tenth administration until today.
Iran's entry into the nuclear negotiations at the end of the tenth administration was the result of a political decision to temporarily limit part of its legal nuclear rights in exchange for the lifting of economic sanctions.
The continuation of the negotiations in the 11th administration with the mentioned approach led to the formation of the JCPOA agreement, which was supposed to become a model for the peaceful settlement of disputes between countries.
During nuclear talks aimed at addressing Western countries' concerns regarding Iran's nuclear program, these countries, especially the United States, have insisted that the talks should be extended to other areas, including Iran's regional policies and missile programs.
The 11th and 12th administrations both agreed and emphasized the expansion of the scope of negotiations to other issues.
The Supreme Leader of Iran, however, cleverly and far-sightedly postponed announcing Iran's firm opinion on extending the scope of the talks to other issues until the outcome of the JCPOA agreement and the extent of the goodwill of the Western parties.
The passage of time and the behavior of the Obama, Trump and European governments very soon revealed their true intention, which was only to increase pressure on Iran and destroy the elements of Iran's power, and showed that the Leader's distrust of Westerners is rooted in strategic tact and foresight.
As mentioned, Iran's goal in entering the negotiations from the beginning was to remove the effect of illegal sanctions on the country's economy and to remove obstacles to the country's faster economic development and growth, and this strategy remains strong.
It is very clear that the issue of lifting illegal sanctions is Iran's first priority, and in order to achieve it, it has agreed to waive some of its legal rights in peaceful nuclear activities on a temporary basis.
Given the dishonest and deceptive behavior of the West, Iran pursues a strategy of "active resistance" by maximizing domestic capacity for economic growth and development, and pursues a far-reaching effort to reduce sanctions on the country's economy and, along the side, continues its efforts to lift illegal sanctions.
Iran's stay in the JCPOA, which practically nothing of it has left with the withdrawal of the United States and the European Union, sends the message that Iran remains ready to meet its commitments within the framework of the implementation of agreements by the Western parties as if the lifting of all sanctions happens.
Naturally, given the US breach of the treaty, which has taken a heavy toll on Iran, the lowest cost the US has to pay in the current situation is to ensure that the status quo is not repeated and that its commitments can be verified.
Acceptance of temporary restrictions on Iran's legal rights for peaceful nuclear activities is in line with the commitments made by other parties, especially the United States, and if the other parties do not fulfill their obligations, there is no reason for Iran to implement restrictive programs, and Tehran will fully enjoy its legal rights.
On the eve of November 29 and the beginning of a new round of talks between Iran and the P4 + 1, the Western parties, especially the Americans, are trying to complicate the conditions of the talks by making irrational statements and, in some cases, making ridiculous threats to hide their obligations and responsibilities.
According to this; The agenda for the talks, which begin on November 29, is very clear: "Effective and verifiable lifting of all sanctions, along with a guarantee that the status quo will not be repeated, in return for the timely implementation of Iran's remaining commitments to the JCPOA."
