New Details on the Strait of Hormuz Bill; Supreme Leader Approves Formation of Working Group by Foreign Ministry

The Deputy Speaker of Iran's Parliament has outlined the process behind drafting the Strait of Hormuz bill, stating that the Ministry of Foreign Affairs, after obtaining authorization from the Supreme Leader, established a joint working group involving relevant agencies, including the armed forces.

Nournews: The Deputy Speaker of the Islamic Consultative Assembly (Parliament) announced extensive coordination among Parliament, the Ministry of Foreign Affairs, and other relevant institutions in drafting the Strait of Hormuz legislation, noting that the process began after receiving approval from the Supreme Leader.

Ali Nikzad stated that the Ministry of Foreign Affairs had formally requested permission from the Supreme Leader to establish a working group tasked with developing a legal framework for the Strait of Hormuz. The group included representatives from relevant organizations, including the armed forces and the Joint Staff, and the request was approved.

He added that the Foreign Ministry had prepared its proposals in a 17-page document. Accordingly, and in coordination with the Speaker of Parliament, ministry officials were invited to present and review the proposal in a joint session with members of Parliament, where it was integrated with existing parliamentary initiatives.

The Deputy Speaker emphasized that drafting legislation for the Strait of Hormuz required careful consideration of international law. He noted that since Iran and Oman share interests and responsibilities in the Strait's waterway, it was necessary to thoroughly examine the legal dimensions of the issue.

Nikzad continued by saying that three existing proposals on the matter were ultimately merged, and a substantial portion of the Foreign Ministry's recommendations was incorporated into Parliament's final 12-article bill.

He also noted that expert opinions from several parliamentary committees were utilized during the drafting process, including the National Security and Foreign Policy Committee, the Internal Affairs and Councils Committee, and the Construction Committee. In addition, proposals submitted independently by four members of Parliament were taken into account and reflected in the final text.

The Deputy Speaker stressed that the objective of these efforts was to create a comprehensive law consistent with Iran's national interests and international legal standards, aimed at managing and safeguarding the strategic position of the Strait of Hormuz.
