According to Russian media TASS, Lavrov called on Grossi to adhere to the principles of the IAEA’s secretariat, including impartiality, unbiased assessments, and the broader activities of the body.
Tehran has restricted cooperation with the IAEA following the illegal attacks by the United States and the Israeli regime on Iran’s peaceful nuclear facilities, as well as the law passed by the Iranian Parliament to suspend cooperation if the other parties’ commitments are not met.
Subsequently, negotiations were held between Iran and the IAEA regarding the continuation of interactions within the existing legal framework, which led to a technical understanding on September 9, 2025.
However, the actions taken by the European Troika – namely, France, Germany, and Britain – and the United States against Iran’s peaceful nuclear program, including the adoption of a new anti-Iran resolution in the IAEA Board of Governors, led to the suspension of the implementation of this understanding.
Earlier in a joint press conference with Lavrov in Moscow, Foreign Minister Abbas Araghchi had said that Iran would not waive its legal rights under the Non-Proliferation Treaty (NPT), including the peaceful use of nuclear energy and enrichment, adding that Iran’s inalienable right remains intact despite the US and Israeli attacks.
He further noted that the attacks on nuclear facilities of Iran, a country adhering to its commitments under the NPT, have changed the realities on the ground and that the IAEA lacks the necessary protocols to inspect the attacked sites.
Araghchi also emphasized that the attacks on Iran’s nuclear facilities did not destroy the indigenous technology or weaken the will of the Islamic Republic of Iran, even though they inflicted some damage to the sites.
