Iran urges UN to correct misinformation after expiration of Resolution 2231

Iran’s Foreign Ministry has issued a statement marking the expiration of the United Nations Security Council Resolution 2231, urging the UN Secretary-General to immediately correct false information on the world body’s website regarding the alleged reimposition of terminated sanctions against Iran.

According to the statement released early Saturday, the ministry called on António Guterres to act under Article 100 of the UN Charter to prevent further confusion in the legal and procedural processes related to the Security Council’s functioning.

The statement reaffirmed that, as previously declared in official positions regarding the Joint Comprehensive Plan of Action (JCPOA) and UNSCR 2231 of July 20, 2015, the ten-year period defined by this resolution ends on Saturday, October 18, and all of its provisions, including restrictions on Iran’s peaceful nuclear program and related mechanisms, shall be considered terminated.

It added that, with the expiration of Resolution 2231, the Iranian nuclear issue — previously listed under the non-proliferation agenda — must be removed from the Security Council’s active docket. Iran’s nuclear program should henceforth be treated like that of any non-nuclear-weapon state party to the Non-Proliferation Treaty, the ministry said.

The statement stressed that the main objective of addressing Iran’s nuclear issue at the Security Council was to ensure the peaceful nature of its program, a goal that has been fully achieved.

It noted that no report by the International Atomic Energy Agency (IAEA) has contradicted this fact, and despite pressure by the three European countries and the United States, the agency has never determined Iran’s non-compliance with its safeguards obligations.

Tehran further highlighted that, while Iran accepted additional voluntary commitments under the JCPOA, it remained under unjust sanctions, whereas the European parties, the European Union, and the United States failed to honor their obligations to lift sanctions.

Calling Resolution 2231 and its annex, the JCPOA, a major multilateral diplomatic achievement, the statement criticized the United States for its irresponsible withdrawal in 2018 and the European trio for their failure to fulfill commitments.

Reiterating the illegality of the European move to invoke the JCPOA’s dispute mechanism, the ministry said the attempt to restore terminated resolutions lacks any legal or logical basis and was merely in obedience to the United States.

It added that this action has no impact on the legal arrangements of Resolution 2231, which must be regarded as expired on October 18, 2025.
