Iran, IAEA reach agreement on implementing safeguards commitments

Foreign Ministry spokesperson Esmaeel Baghaei has announced the finalization of the text of the new procedural framework for Iran-IAEA interaction to implement safeguards commitments.

Iran and the International Atomic Energy Agency have reached an understanding on how to interact in the new situation following the illegal attacks by the United States and the Israeli regime against Iran’s peaceful nuclear facilities, Baghaei told IRIB on Tuesday.

Meanwhile, speaking in a joint press conference with his Egyptian counterpart Badr Abdelatty, Foreign Minister Abbas Araghchi said that today marks an important step in demonstrating the continuity and steadfastness of the Islamic Republic of Iran's goodwill towards resolving any issues related to its exclusively peaceful nuclear program through diplomacy and dialogue, he stated.

Despite being subjected to illegal and criminal attacks, Iran has consistently upheld its legitimate right to the peaceful use of nuclear energy in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), while also demonstrating its readiness to engage in genuine and meaningful dialogue to fulfill its relevant commitments, Araghchi said.

The Israeli aggression, which occurred between June 13-24, 2025, and targeted Iran's safeguarded nuclear facilities, was utterly unjustifiable, clearly illegal, and criminal, he said.

The United States and Israel must be held accountable and responsible for all human casualties and material damages incurred, he said, adding that the Iranian nation will neither forget nor forgive these criminal acts.

Araghchi emphasized that these illegal attacks and the continued threats of further action have fundamentally altered the conditions under which Iran was cooperating with the IAEA.

"Maintaining cooperation was no longer possible under circumstances where our safeguarded facilities were being deliberately targeted and destroyed," He said.

"Iran extends its deep gratitude to the Government of Egypt for its profound role in facilitating diplomacy," Araghchi wrote on his X account on Tuesday.

"The framework for our collaboration with the IAEA, while hinging on our goodwill being reciprocated through the avoidance of unlawful and provocative steps, was made possible by the efforts of the Egyptian Foreign Minister and President Sisi," he added.

"Iranians are friends of all nations who work towards peace over conflict," he stressed.

IAEA chief Rafael Grossi also in a X message said: "In Cairo today, agreed with Iran’s Foreign Minister @araghchi on practical modalities to resume inspection activities in Iran. This is an important step in the right direction. Grateful to Egypt’s @MfaEgypt Badr Abdelatty for his commitment and engagement."

In a separate message, he appreciated Egypt’s president for providing the framework that enabled today’s agreement on technical modalities for the implementation of inspections in Iran.

"A step in the right direction that opens the door for diplomacy and stability," he stated.

High Representative of the European Union for Foreign Affairs and Security Policy Kaja Kallas said in an X message: "Today’s framework deal for resuming inspections of Iran’s nuclear facilities could mark a crucial step for nuclear diplomacy, provided there is rapid implementation by Iran."

"I thank Egypt for facilitating the process, she added.
