Strengthening strategic ties between Tehran, Dushanbe through cultural, economic diplomacy

The visit of Iran’s First Vice President to Tajikistan — marked by the signing of four cooperation agreements, meetings with senior officials, emphasis on civilizational commonalities, and the proposal to establish joint cultural institutions — represented a significant step in enhancing Tehran-Dushanbe relations, which are currently at their political peak.

In his meetings with top Tajik officials, including President Emomali Rahmon, Aref highlighted both sides’ strong determination to expand bilateral cooperation across various fields. He stated that there are no obstacles to further developing these ties and described the formal talks as being held in “a sincere and friendly atmosphere with a shared objective,” reflecting mutual understanding and strategic alignment between the two nations.

During the visit, the cultural, linguistic, and civilizational affinities between the two peoples were underscored as a solid foundation for future cooperation. Furthermore, Iran and Tajikistan’s shared positions in regional and international organizations — especially concerning developments in Central Asia — were seen as an opportunity for joint initiatives to address regional threats.

Cooperation documents: A foundation for the future
One of the key outcomes of the visit was the signing of four cooperation documents and memoranda of understanding between senior Iranian and Tajik officials. These agreements, signed in the presence of Iran’s First Vice President and Tajikistan’s Prime Minister, focus on collaboration in scientific, industrial, cultural, and technological fields.

The joint statement issued by both parties also emphasized their commitment to continued dialogue and cooperation on major regional and bilateral issues. One of Aref’s significant proposals was the establishment of a high-level joint committee for the promotion of the Persian language, literature, and civilization — a practical step toward deepening cultural ties between the two Persian-speaking nations.

Private sector economy: A pillar of new cooperation
Aref’s trip to Tajikistan was not only political and cultural in nature but also held considerable economic significance. During his visit to the TALCO Cable Factory — part of which is equipped with Iranian technology and equipment — he stressed the importance of both governments supporting private sector cooperation.

He noted that government facilitation in the areas of trade and industry could effectively boost economic relations and mutual investment. This approach aligns with Iran’s broader policy of strengthening economic ties with Central Asian nations and reflects the multi-layered nature of the Islamic Republic’s foreign policy.

Shared civilization: A platform for soft power
On the cultural front, Aref’s emphasis on the joint promotion of Iranian-Tajik culture on the international stage was highly significant. His proposal to establish a joint academic and cultural committee composed of scholars from both countries could serve as a powerful tool for Iran’s public diplomacy and soft power.

The historical and linguistic ties between Iran and Tajikistan represent not only a shared heritage but also a strategic asset in countering Western cultural influence and reshaping the regional cultural order.
