These efforts, including major reconstruction projects in the southern, central, and even northern regions of the country, have helped to project an image of an effective and inclusive state in the minds of many Iraqis.
This performance has laid the groundwork for the Framework to expand its political presence into areas that were either historically aligned with rival factions or previously influenced by extremist forces.
Provinces like Nineveh, Salah al-Din, and Diyala are not only significant due to their ethnic and sectarian diversity; they also represent key intersections of internal and external interests, the lingering aftermath of the war against ISIS, and zones in urgent need of social and economic reconstruction. The Coordination Framework’s entry into these areas—under the slogan “Efficiency Over Sectarianism”—signals a potential shift away from traditional identity-based politics toward a new phase of electoral competition centered on policy, performance, and national cohesion.
Notably, segments of Iraq’s Sunni population have expressed satisfaction with the current government's emphasis on equitable resource distribution, anti-corruption reforms, and the revitalization of urban services. This growing approval opens up the possibility for the Coordination Framework to form alliances with moderate Sunni political actors, laying the foundation for a new political map in Iraq. In this emerging model, the state is no longer seen as a tool of sectarian power but as an instrument of national unity, reconstruction, and development.
In this context, the upcoming November 2025 elections present an opportunity to reassess the government’s effectiveness and to consolidate a development-oriented approach. If the Coordination Framework can maintain internal unity and continue its reformist policies while gaining the trust of voters in these key provinces, Iraq may witness a historic departure from purely sectarian contests toward a more politically mature landscape.
