Sanctions relief to be key focus of upcoming Iran-U.S. expert talks

Expert-level and political negotiations between Iran and the United States are set to take place simultaneously next Saturday in Muscat, Oman. This will be the first technical and the third political round of talks between the two sides. Sanctions relief is expected to be a central topic during the expert-level discussions.

However, Iranian Foreign Ministry spokesperson Esmail Baghaei announced a change in plans. Based on a proposal by Oman and agreement from both sides, both rounds will now be held concurrently on Saturday in the Omani capital.

This marks the first time Iran and the U.S. will engage in expert talks under the framework of indirect negotiations. Political talks, however, have already taken place twice before. Holding both sessions on the same day suggests the urgency and importance of the negotiations and a push to align technical and strategic discussions.

Entering an operational phase: U.S. treasury participation seen as key

A notable aspect of the upcoming technical session is the inclusion of U.S. Treasury officials in the American delegation. CNN has reported that the team includes experts from both the State Department and the Treasury, indicating a strong focus on economic and financial matters, particularly sanctions.

Observers believe a main subject of the talks will be how to lift or suspend parts of U.S. sanctions on Iran as part of a possible agreement. The presence of American economic experts points to discussions on practical steps to facilitate banking transactions, unfreeze Iranian assets, and ease restrictions on oil and energy exports.

Steve Witkoff’s role and Oman’s mediation efforts

The U.S. delegation will be led by Steve Witkoff, Donald Trump’s special envoy for Middle East affairs, who has recently become a central figure in U.S. policy on Iran. Oman continues to play a key mediating role, with the decision to combine both talks on Saturday coming at Muscat’s suggestion.

The simultaneous presence of technical and political teams could help in forming an operational framework that is both politically acceptable and technically feasible. Saturday’s discussions may also provide an opportunity to move beyond broad positions and address detailed matters that have not yet been explored at high levels.

While the joint meetings signal progress, it remains unclear whether the two sides can bridge key gaps. Analysts warn that any future agreement will require overcoming complex technical challenges and tough political decisions.
