The text of general sea-oriented development policies is as it follows:
The seas and especially the open seas and oceans are divine gifts and rich reserves and resources for the development of science and technology, increasing work and wealth, providing vital needs and producing authority and a suitable platform for civilization. Iran, with its privileged geographical position and being located between two seas and having thousands of kilometers of beaches as well as islands and many capacities left on the earth, it is necessary to have an effective presence on the coast, offshore, sea and ocean and use it as a driving force and axis of development. The country should take action to achieve a worthy regional and global position in the use of the sea. Therefore, the general policies of sea-oriented development are determined as follows:
1- The integrated policy of marine affairs and division of national work and agile and efficient management of the sea in order to make maximum use of the capacities of the sea, to achieve a worthy global position and the first rank in the region.
2- The development of sea-oriented economic activities and the creation of marine development poles on the coasts, islands, and hinterlands in such a way that the economic growth rate in the field of sea-oriented activities (sea-oriented economy) is always at least twice the country's economic growth rate within ten years.
3- Facilitation and development of internal and external investment and participation by creating the necessary software and hardware infrastructures (legal, economic, infrastructure and security)
4- Drafting a comprehensive sea-oriented development plan with zoning of the sea, coast and back shore and determining the share and geography of the population, trade, industry, agriculture and tourism, especially in the coasts and islands of the south and especially the coasts of Makran, with an emphasis on Iranian-Islamic identity within a maximum of one year After the notification of the policy.
5- Maximum and optimal exploitation of the capacities, resources and reserves of the marine ecosystem by preventing the destruction of the marine environment, especially by other countries.
6- Provision and promotion of human capital and committed and efficient management and creation of scientific, educational and research support for sea-oriented development and ecosystem of marine innovation and technology.
7- Development of economic, commercial cooperation and investment in large-scale and knowledge-based infrastructural, production and service projects with neighboring countries and other countries in order to take advantage of maritime capacities and effective presence in international routes and achieve the position of regional poles.
8- Increasing the country's share in maritime transport and transit by creating and strengthening the combined transport network.
9- Supporting native and local investors in development projects and supporting economic activists and small and medium enterprises of local communities in various fields including fishing, agriculture, industry and tourism.
