Grossi must understand a rule; Unilateral and biased interpretation of Iran-IAEA agreement is prohibited!

Many of the obligations of the Islamic Republic of Iran to the IAEA are extension and in lined with the metatext entitled “The necessary actions of the actual removal of anti-Iranian sanctions” and it is not possible to seek nor to impose JCPOA obligations in a non-JCPOA metatext, including in the process of inspections and monitoring by the IAEA.

NOURNEWS- The quarterly meeting of the Board of Governors of the International Atomic Energy Agency started yesterday, Monday, the 20th of September in Vienna.

While creating relatively stable conditions in the pursuit of the special cases claimed by the IAEA, the interaction between the Islamic Republic of Iran and the IAEA during the past months and the continuation of safeguarding cooperation between the two party, has decreased the will and determination of the three European countries and the US to adopt strong positions and pursue the issuance of a resolution for this situation.

Earlier, Western countries tried to impose their political will on Iran by threatening the country to issue an anti-Iranian resolution against it during BOG meeting of IAEA, but Iran's smart actions in political, technical and legal aspects has changed the general circumstances.

Nevertheless, three European countries, Germany, Britain and France, have issued a joint statement against Iran during the said meeting, the reason behind their action is to maintain their critical image, which will naturally lead to a serious reaction from Iran.

While Iran has been accused of not showing the will and determination to implement the clarifying commitments contained in the March joint statement between Iran and the IAEA In the recent joint statement of the three European countries, Iran has fully adhered to its joint statement with IAEA which was published in March.

In the statement of the three European countries, Iran has also been criticized for “not issuing special visas to IAEA officials”.

The western side should be aware of the fact that issuing such a statement is definitely an obstacle in the process of constructive cooperation between Iran and the IAEA, and Iran reserves and has the moral and legal right to respond appropriately and proportionately to this provocative behavior.

In the meantime; While talking about Iran’s nuclear program, “Rafael Grossi”, the director general of the International Atomic Energy Agency, claimed in this meeting as said: “Iran still needs to provide the agency with reliable technical justifications regarding the case of the existence of uranium particles. These remaining issues stem from Iran's obligations under the Comprehensive Safeguards Agreement and must be resolved so that the IAEA can ensure that Iran's nuclear program is purely peaceful.”

Grossi has also presented other incomplete and biased information regarding Iran's nuclear activities to the quarterly meeting of the Board of Governors, which can be shortened to this statement: Iran does not provide some technical access (extra-protocol) to the IAEA to prove that its nuclear activities are peaceful.

There are two important points regarding this situation and Western parties’ claims:

First; The Islamic Republic of Iran fully adheres to its conventional obligations according to the Comprehensive Safeguard Document and on March 4, 2023, Iran did issue a statement in order to expand its cooperation with the IAEA and with the aim of closing the alleged cases and proving its goodwill in cooperation with this international organization, the said statement and Iran’s obligations regarding the said statement have been fully implemented.

It is quite clear that Rafael Grossi's hands are closed regarding extra-legal and extended biased interpretation of the joint statements between Tehran and the IAEA, and in better words; Most of Iran's obligations towards the agency are valid and cannot be misinterpreted.

Therefore; In the frequent meetings between the officials of Iran and the International Atomic Energy Agency, it has been emphasized many times that the Achilles heel and blind spots of any safeguard cooperation or even some voluntary cooperation is the dominance of the agency's political view over the technical and legal view and approach.

Second; Grossi deliberately ignores the hypertext entitled “The necessary actions for the actual removal of anti-Iranian sanctions” in his reports to the Board of Governors, as if he has forgotten that many of the obligations of the Islamic Republic of Iran to the IAEA are extension and in lined with the metatext entitled “The necessary actions of the actual removal of anti-Iranian sanctions” and it is not possible to seek nor to impose JCPOA obligations in a non-JCPOA metatext, including in the process of inspections and monitoring of Iran’s nuclear program by the IAEA.

This is the most certain rule that the IAEA officials, especially Rafael Grossi, are definitely aware of, and if they cannot or do not want to regulate their interactive behavior based on realism and legal facts and maintaining professional relationships, they should naturally think about their unproductive approaches and its consequences.

While Paying attention to the fact that a part of Grossi’s recent report in the quarterly meeting of the Board of Governors, we can say that it is a concrete example of the confusion of his legal propositions and political ideas, furthermore, his statement indicates the deposition of some unreal information by biased parties in the minds of the agency's managers, but it cannot be a proper answer to the goodwill and constructive behavior of the Islamic Republic of Iran

It is very clear that the targeted intervention and influence of some parties whose life and strength depends on the continuation of crisis and evil, will affect the path of constructive cooperation between Iran and the IAEA with serious unevenness and biased problems, if the officials of the IAEA, as they claim, seek to resolve the artificial knots created in the relations Iran and the Agency, instead of paying attention to deviant and fake issues, they should think of promoting mechanisms based on evidence, facts and solid documentation that is sufficient and can be relied upon to close the alleged cases.
