The impact of the Strategic Look East's approach on the Vienna talks

The forthcoming and separate visits of the President and the Foreign Minister to Moscow and Beijing, given the alignment of the main positions of the three countries in the Vienna negotiation process, could be the source of joint initiatives to move the talks forward quickly in order to reach a good agreement.

NOURNEWS - The beginning of a new round of negotiations between Iran and the P4+1, which was accompanied by the establishment of the 13th government, while changing the negotiating team, was also transformed and innovated in terms of political and strategic components affecting the negotiations.

Although before the establishment of this government, its political and electoral rivals made extensive efforts to dispel the issue of Ayatollah Raisi's disbelief in the use of diplomacy and foreign relations in the development of the country, as well as his opposition to the JCPOA agreement, his clear position on the thirteenth administration's interactive approach to foreign relations and the government's intention to continue negotiations with the P4+1 to lift sanctions have cast serious doubt on the speculation.

Close interaction with neighbors, termination of membership in the Shanghai Agreement, active role in ECO, political and security initiatives in the developments in Afghanistan and the Caucasus, purposeful interaction with the International Atomic Energy Agency, as well as a strong and effective presence in the Vienna talks. The thirteenth government not only considers the use of diplomatic tools in the development of the country as an important principle, but is also able to take advantage of a completely new and dynamic style in a short time, which is the source of effective measures in foreign relations.

In this regard, the change in foreign relations priorities and the significant increase in relations with neighbors and regional powers, especially Russia, China, and India, are among the significant features that can be seen in the foreign relations sector since the beginning of the thirteenth government.

Given the activation of the thirteenth government's foreign policy apparatus in the negotiations with the P5 + 1 in Vienna, the East-facing approach to the new organization of activating capacities and opportunities to advance the negotiations is one of the important indicators that can be distinguished as the most important. The thirteenth government mentioned the previous governments in the field of foreign policy.

While in the past, the main negotiators of the Iranian negotiators were European countries, in the new round of negotiations, with the belief that the 13th government is working seriously with the eastern side of the negotiating table, namely Russia and China, the focus of the negotiations has shifted significantly to the east.

The effects of the change in approach quickly emerged in the various expert working groups and meetings of the delegations involved in the negotiations, with decisive results.

Of course, the change in the mentioned approach, while creating considerable coordination and coherence between the delegations of Iran, Russia, and China, has caused nervous and non-constructive reactions from the European delegations, because these countries have always been in the focus of Iranian negotiators. They now feel that they have become second-class citizens in the negotiations.

The existence of serious and strategic commonalities between Tehran, Beijing, and Moscow on the issue of opposing the illegal use of sanctions has created an integrated atmosphere in the face of the West's irrational strictures to maintain the capacity of sanctions to advance political goals.

Understanding Russia's and China's non-proliferation concerns, Iran is ready to take reassuring steps as in the past, but will in no way allow the West to impose restrictions on peaceful nuclear activities while maintaining the structure of sanctions.

In this regard, the news received by "Nournews" indicates that, in the framework of establishing new relations between Iran and Russia and China, the President and the Minister of Foreign Affairs will soon travel separately to Moscow and Beijing.

In the midst of the Vienna talks, and given the alignment of the main positions of the three countries in the ongoing dialogue process, these trips are of great importance in the political, security, and economic dimensions.

The determination of the agenda of the negotiations, which was reached by agreeing on negotiable drafts in the two parts of the core and sanctions, has placed very important conditions before the negotiating parties.

The mentioned trips and direct consultation of the high-ranking officials of the three countries of Iran, Russia, and China, considering the platforms created by the 13th administration, can lead to the creation of new initiatives to advance the Vienna talks and divert the parties from wasting time, putting the course of the conversations in different contexts.
