Greetings and regards;
1- Coronavirus disease known as Covid-19 has spread globally, not only taking many lives or causing serious moral and physical damages, but also causing billions of dollars of economic loss to the international economy, especially to undeveloped and developing nations.
2- Besides this fact, anti-human rights and hostile policies of the United States of America who find taking advantage of every tool and every factor, including biological weapons allowable in order to reach their own goals cannot be ignored. United States of America began its research program for using biological agents in 1943. This program was officially continued until 1969, when Richard Nixon, president of the United States at the time apparently ended this program; while United States Army had begun "Biological Defense Program" in parallel with previous program in 1953 and has continued the program so far until today. They have studied at least 18 known potentially biological weapon agents, which some target crops and some target livestock. These agents include Bacillus anthracis (causative agent of Anthrax), Botulism Toxin, Francis Ella tularemia (causative agent of Tularemia), Coxiella burneti (causative agent of Q fever), Venezuelan Encephalitis virus, Brucella Suis (causative agent of Brucellosis) and staphylococcal enterotoxin B. These agents are capable of being carried simply even by small droplets of rain. United States also cooperated with United Kingdom and Canada in many researches and strengthen its biological war science basis during Cold War. An example for use of biological weapons said to be done by United States is Korean War (1950-1953). Years later, United States admitted they have the ability to develop and create such weapons. In this regard, United States Army expanded their biological arsenals and armory in the late 1960; also experiments about Syphilis took place in Guatemala (1946-1948) which led United States President at the time in 2010, Barack Obama, to apologize people of Guatemala after 62 years.
3- These are only few pieces of information revealed about anti-human activities of United States of America in order to promote biological violence and all this information should be considered with the available evidence including:
- weeks before first news were published regarding coronavirus spreading in Wuhan in China, in late January 2020, James G. Stavridis, former commander of United States Military forces in Europe noted to Foreign Policy Magazine expressing: "today in the world there are biological weapons capable of putting one fifth of world's population to death."
- Also in the statement by Russia's Ministry of Defense in March 2020, it is mentioned that Russian authorities have information that United States is putting efforts to trample some clauses of the Convention on the Prohibition of the Development and Stockpiling of Biological and Toxin weapons (BTWC), under the name of peaceful researches. Russian authorities have also claimed to have documents proving African Plague spreading in common border of Russia and Georgia originates from American laboratories and American Lugar center in Georgia equipped with drones carrying pathogenic insects.
- In another report by Russia's Ministry of Defense it has been mentioned: "United States of America has gathered many samples of Russian citizens in 30 laboratories to use them to create biological weapons close to Russian borders."
Previously, China's Ministry of Foreign Affairs issued a statement demanding United States an explanation regarding biological waste buried in United States Consulate in Wuhan discovered by Chinese security forces.
All the mentioned cases increase the possibility of United States being involved in production and spread of coronavirus.
4- In Iran as this hazardous virus turned into an epidemic disease in entire country, situation has become very detrimental for people and thousands have been infected. Accompanied by tyrannical one-sided sanctions of the United St
Ate which oppose United Nations charter, all these factors are making situation much more detrimental for people. Iran's government has compulsorily requested for an urgent loan of 5 Billion dollars, and of course this organization refused to allocate such credit to Iran. Donald Trump's government insists on the claim that sanctions do not prevent humanitarian aids. This claim is technically correct, however, human rights supervisor mentioned before coronavirus pandemic in October 2019: " Although United States government has included exceptions in the system of sanctions for humanitarian aids commodities, these exceptions have not been able to remove the disinclination and the resistance of European and American banks and companies and they do not accept the risk of being sanctioned and prosecuted for exporting or investing on commodities excluded in sanctions."
As a result, this human rights group came to the conclusion: "Iranians have been deprived of access to necessary medications and the human right on health. In fact, Atlantic Council mentioned in May 2019: “Despite humanitarian commodities being excluded in sanctions, United States Ministry of Finance has put pharmaceutical companies under prosecution for selling low amounts of medications to Iran and has an inhibitory effect on other companies having business with Tehran. Still, Trump's government refrained from taking any action. According to the announcement of International Court of Justice, restoring one-sided sanctions against Iran in 2018 was a clear violation of international laws. This action was taken without an order from United Nations Security Council and United Nations Representative for the impacts of sanctions on human rights described this action of Trump's government "an illegal and immoral" move and called it an economic attack against Iranian people.
Honorable President of the United Nations Human Rights Council;
This shall be written and remembered in the history that in the time of your presidency, people of Iran failed to buy and provide medications and health care supplies despite having sufficient financial resources and hundreds of people lost their lives daily due to the use of force by United States. Considering the role and the influence of the United States in producing and spreading this disease all across the world and for threatening human right to life which is a fundamental and inherent human's right according to the clarification of the International Covenant on Civil and Political Rights article 6.
According to the proposed notice of Human Rights Charter Committee about truth-finding activities, if a government requests United Nations to send a committee to a country, this should be reported to that country and the government make the decision immediately and all governments should cooperate with truth-finder committees, providing any required aids.
By removing the inhuman obstacles of economic sanctions against Islamic Republic of Iran, importing essential medical supplies will be facilitated and you may take a step in the path of saving human community which is the main purpose of the United Nations organization and one of the prescript duties of United Nations in UN charter article 2 clause 4.
Hopefully, by considering the contests of this letter, Security Council and General Assembly of United Nations will take proper advantage of this mechanism in order to accomplish their duties which is international peace and security. Secretary-General should also pay significant attention to using truth-finder committees to prevent discrepancies and accomplish the duty to protect the world community.
