Although "parametric approach" means design of action based on a field devoid of other actors, it is also one of the methods that some people use to design or analyze relationships in foreign relations, but definitely using this way of decision-making and action, no proportionality with the complexities governing the international environment and the multi-layered activism of actors in this arena, it does not exist.

The visit of the President of China to Saudi Arabia and the joint and separate statements in which China signed with Saudi Arabia, the Persian Gulf Cooperation Council and some Arab countries and unfriendly clauses were also raised during the past three weeks, the source of many analyzes about the why and the goals Beijing wanted this action.

Despite the official and sharp reaction of Iran to the action taken by China, the arrowhead of the attacks that were published in the form of sharp internal and external analyzes in this regard, was aimed at the policy of cooperation with the east of the Islamic Republic of Iran.

Irrespective of the completely political approaches of some domestic western experts as well as foreign media who are only looking for an excuse to attack the Islamic Republic of Iran, many analysts who expressed critical opinions in this regard tried to approach this with an expert approach and without mental background. take place and do not become captive to the creation of space by politicized or western elements.

Paying attention to China's approach in foreign relations and the pragmatic view of this country in regulating relations with different political units in the world will help to prepare and present realistic analyzes of China's recent action in a more comprehensive manner.

China's new cooperation with Saudi Arabia is rooted in China's first perspective document on the Arab countries of West Asia and North Africa (Arab Policy Paper 2016), which specifies China's interests in foreign policy in relation to Arab countries.

The strategy mentioned by "Wang Jaisi" was proposed in 2012 and its purpose was to neutralize Washington's new strategy known as turning to East Asia.

The US strategy, which is based on China's maritime containment and has very wide dimensions, is set based on Beijing's restriction of access to energy resources and aims to overcome China's weak point regarding its dependence on the Strait of Malacca to transfer energy from West Asia to this country. make the most of it.

Currently, about 80% of China's imported oil enters this country through the Strait of Malacca.

Certainly, the role of Saudi Arabia as the largest oil producer in the Persian Gulf and one of America's strategic partners in liberating China from the threats of America's new strategy is undeniable.

The use of the Saudi Arabia card, China's 21 billion dollar investment in the Saudi energy sector and the purchase of 49% of the shares of Aramco Pipelines and the attempt to buy 1% of the shares of Aramco along with Sinopec's investment in the Yasseref refinery, the joint investment of Saudi Aramco and Nurinco. China to build a ten-billion-dollar refinery and the Liaoning Petrochemical Project, as well as Saudi Arabia's investment in China's tourism sector and dozens of other small and large contracts between the two countries indicate the existence of significant commonalities between Beijing and Riyadh, which, along with the economic logic that governs it, the goals It follows the political issue of acting against the United States.

During his visit to China in February 2019, after signing 35 trade and investment agreements worth 28 billion dollars with Beijing, Mohammed bin Salman announced: "The One Belt, One Road initiative proposed by China will be very much in line with Saudi Arabia's 2030 vision. "

This Saudi position expresses Riyadh's attention and interest in diversifying political and economic relations with the two areas of the world, the West and the East, which are in intense competition with each other.

This fact is not an issue that can be hidden from the eyes of other regional and international actors, including the Islamic Republic of Iran, and neglected in the regulation of relations with the parties of this relationship.

Although for various reasons, the publication of a joint statement between China and Saudi Arabia with the inclusion of an unfriendly clause regarding Iran is considered completely unacceptable and opportunistic in some way, but according to the explanations given regarding the history and process of relations between Beijing and Riyadh, it cannot be mentioned as a surprise, surprise, or unexpected event.

The subsequent positions of China and Saudi Arabia after the publication of this statement clearly showed that Beijing and Riyadh are well aware of the economic and commercial capacities and the undeniable strategic role and influence of Iran on the political and security equations at the regional level and they know that Propaganda actions similar to the published statement do not affect the realities and power equations in the region.

Iran also regulates and manages its foreign relations based on strategic rationality and paying attention to the influence of various actors at the regional and international level and their role in securing national interests, while not considering any unconventional actions by its economic and commercial partners by proportion reacts, it will not make its principled policies captive to parametric rationality and one-sidedness.

This procedure has always existed as a fixed approach in Iran's foreign relations and towards all countries, and in the future it will be the basis of any decision and action at the strategic level.
