The Caspian Sea is gradually receding, but what appears on the surface to be a change in the shoreline is, in reality, setting off a chain of environmental, economic, social and even geopolitical consequences across northern Iran. The decline in the Caspian’s water level has weakened the natural connection between the sea and the bodies of water dependent on it, placing wetlands such as Anzali, Miankaleh and Gorgan Bay under additional pressure.
The first link in this chain is the coastal ecosystem. As the water recedes, the exchange of water between the Caspian and the wetlands declines, creating conditions for increased sedimentation, shallower waters, the spread of invasive plants and deteriorating water quality. Under such conditions, habitats that serve as feeding, spawning and breeding grounds for aquatic species gradually lose their natural functions. Reduced connectivity between wetlands such as Miankaleh and Gorgan Bay and the Caspian could also disrupt the natural life cycles of aquatic species and birds.
Gorgan Bay provides a clearer example of this situation. The decline in the Caspian’s water level and reduced water exchange, combined with sedimentation, have turned the area into one of the most sensitive points in northern Iran. If the trend continues, it could transform a living aquatic ecosystem into a shallow environment and eventually into a dry one. In the Anzali Wetland, reduced water inflows, sedimentation and climate change could likewise accelerate the deterioration of water quality and the loss of the wetland’s natural functions.
But the crisis does not stop with water and soil. The livelihoods of thousands of coastal households also depend on the Caspian. Fishermen face declining fish stocks and increasingly difficult access to fishing grounds, while a chain of businesses dependent on fisheries, tourism and coastal services is also affected. As aquatic resources decline, the economic pressure on communities whose incomes are directly or indirectly tied to the sea will increase.
Another part of the equation concerns maritime transportation. Falling water levels reduce the depth of shipping routes and access to docks, forcing northern ports to undertake more dredging, modify routes and even modernize their fleets. If the trend continues, the cost of maintaining the operational capacity of ports will rise, while the advantages of maritime transportation along parts of the Caspian coast will come under pressure.
The retreating waters are also exposing new stretches of land along the coast. If these areas are left without planning and oversight, they could become targets for unauthorized land-use changes and land grabbing. At the same time, the drying of coastal areas could increase the risk of dust hotspots and the spread of pollutants, placing additional pressure on the environment and surrounding settlements.
In eastern Mazandaran, the issue is not limited to the retreat of the shoreline. Increased groundwater extraction, alongside pressures arising from changes in water conditions, has resulted in annual land subsidence of about 2 to 4 centimeters. Continuing this trend could expose infrastructure, agricultural land and human settlements to damage while simultaneously reducing the region’s natural capacity to cope with the water crisis.
Ultimately, the Caspian is not merely an environmental issue. The sea is shared by five littoral states, and changes in the shoreline and the gradual shift of water areas could, over the long term, raise questions about maritime access, resources, ports and maritime boundaries. Therefore, every meter of Caspian retreat does more than alter part of the coastline; it could eventually affect the economic and geopolitical dynamics surrounding this body of water.
However, a way out of this situation is possible, provided policymaking shifts from short-term responses to long-term management. The first step is to establish a permanent national system for monitoring water levels, shoreline changes, port depths, wetland conditions, water quality, fish stocks, groundwater extraction and land-subsidence trends. The use of satellite imagery, remote sensing and predictive models could enable the early identification of critical areas.
Second, saving the Anzali and Miankaleh wetlands and Gorgan Bay must become an immediate priority. Controlling the discharge of wastewater and pollutants, reducing sedimentation, containing invasive plants, protecting natural water-exchange channels and securing the ecological water requirements of wetlands should be pursued through a multi-year program rather than a series of scattered projects.
At the same time, groundwater extraction in coastal areas must be strictly managed. Installing smart meters, controlling unauthorized wells, setting extraction limits, expanding water-efficient irrigation, recycling wastewater and strengthening aquifer recharge could reduce pressure on underground water resources. Controlling land subsidence must be an integral part of water-management policy in eastern Mazandaran.
For the ports, a “low-water Caspian” scenario should be developed now. Identifying areas at risk of reduced depth, targeted dredging, infrastructure modifications and assessing future fleet requirements could prevent costly and emergency decision-making. Any coastal development should also take into account the potential future shoreline.
Newly exposed land also requires immediate action. Accurate registration of these areas, determining their legal status and designated use, banning construction without environmental assessments and strict oversight of land transfers could prevent the Caspian’s retreat from becoming an opportunity for land grabbing.
Alongside environmental protection, the livelihoods of coastal communities must also be at the center of the plan. Targeted support for fishermen, training for alternative occupations, development of nature-based tourism, strengthening aquatic-product processing industries and establishing compensation mechanisms for vulnerable households could reduce the economic pressure resulting from declining fish stocks and reduced coastal activity.
The Caspian also cannot be managed without cooperation among its five littoral states. The exchange of hydrological data, assessment of water-level change scenarios, joint habitat protection, fisheries management and coordination on shipping should become part of a permanent regional mechanism. The Caspian is a shared ecosystem, and its crisis does not recognize political borders.
At the national level, a specialized legal and geopolitical task force should also assess the potential implications of shoreline changes for maritime access, resources, ports and border issues. Such an initiative does not mean anticipating disputes; it means preparing for the future and safeguarding national interests.
Ultimately, Iran needs a national roadmap for adapting to a low-water Caspian, a roadmap that brings the environment, water resources, fisheries, ports, agriculture, urban planning, the coastal economy and regional diplomacy together within a single framework.
Today, the Caspian is not merely a body of water in northern Iran; it is an environmental, economic and geopolitical asset. If the retreat of the water is treated simply as a natural occurrence, its costs will multiply in the future. But if Iran begins planning today for a low-water Caspian, the threat can be turned into an opportunity to reform the management of the coastline, water resources and economy of the northern region.
The issue surrounding the Caspian is no longer when the water will recede; the question is when Iran will be ready for a receding Caspian.
