Nournews: Recent remarks by Ukrainian officials regarding the targeting of an Iranian commercial vessel in the Caspian Sea have presented a markedly different picture from Kyiv’s initial position. Ukrainian President Volodymyr Zelenskyy, by making allegations against the Islamic Republic of Iran and seeking to portray himself as a defender of the West against Tehran and Moscow, attempted to justify the action. However, only a few days later, the statements by Ukraine’s foreign minister showed clear signs of a retreat and an effort to contain the consequences of this conduct.

Ukrainian Foreign Minister Andrii Sybiha, in a phone call with Iranian Foreign Minister Seyyed Abbas Araghchi, stressed that his country was not seeking to escalate tensions and had no intention of targeting Iranian civilian vessels. While this change in position can be regarded as a step toward reducing tensions, it cannot absolve Ukraine of responsibility for the action or eliminate the need to compensate for the resulting losses.

Iran’s Power: A Factor in Changing the Calculations of Hostile Actors

Kyiv’s diplomatic retreat cannot be viewed merely as an ordinary political move; rather, it should be analyzed within the framework of regional power realities and Iran’s deterrent capabilities. The experience of recent years has shown that the Islamic Republic of Iran adopts a policy based on calculated and decisive responses to threats and violations of its national interests.

Zelenskyy’s recent conduct, too, can be viewed less as an independent initiative than as part of an effort to secure greater support from the United States and the West, particularly at a time when Washington has shown signs of limiting its support for Kyiv and has even warned against becoming involved in certain regional adventures.

Iran’s indigenous defense capabilities are one of the most important components of this equation. This capacity has been demonstrated across various fields over the past years and has led many foreign actors to reassess their calculations. International reactions to the incident involving the Iranian vessel also showed that even Russia’s close allies and other global actors take the consequences of any escalation of tensions with Iran seriously. Mikhail Ulyanov, Russia’s representative to international organizations in Vienna, also pointed to Kyiv’s change of position, saying that Ukraine’s initial statements on the issue had been arrogant and that the country had now changed its approach to prevent further escalation.

Iran’s Right to Respond: A Principle That Political Shifts Cannot Erase

Ukraine’s efforts to emphasize that it had no prior intention of targeting an Iranian civilian vessel cannot mean that the legal and political responsibility for the incident has come to an end. National security is not a matter of diplomatic courtesies, and no country can use subsequent claims to ensure that an act against another country’s interests carries no consequences.

Iran has consistently stated that it considers the source of a threat to its security a legitimate target for self-defense and will use its legal and deterrent instruments in response to hostile actions. Within this framework, Seyyed Abbas Araghchi, in response to the Ukrainian foreign minister’s call, described any attack against Iranian citizens or the interests of the Islamic Republic of Iran as unacceptable and stressed the need for full compensation for the losses incurred.

Diplomacy and defensive power are two complementary pillars of Iran’s national strength. On the one hand, the path of dialogue remains open as a means of managing crises; on the other, Iran’s rights to respond to harmful actions will remain intact.

Europe and the Test of Sincerity in Its Claims of Peace

The role of Europe in this context is also worth considering. European officials, including the EU foreign policy chief, have welcomed the dialogue between Tehran and Kyiv; however, such positions will only carry meaning if they are accompanied by practical action.

Europe cannot present itself as a supporter of peace on the one hand while, on the other, providing weapons and political support to Ukraine and thereby contributing to the continuation of destabilizing actions. If Europe is genuinely seeking to reduce crises, it must choose between the role of mediator and that of a party to the conflict.

The experience of recent years has also shown that a policy of pressure and attempts to extract concessions from Iran have produced no results. Just as the Islamic Republic of Iran has resisted U.S. pressure, it will also make its decisions regarding political pressure from Europe based on its national interests.

Any calculation that assumes creating tensions against Iran can force the country to back down is inconsistent with the realities of the region. Iran has demonstrated that it can manage its security and national interests with strength and will not allow any actor to unilaterally alter the region’s security rules through hostile actions.
