In the appointment order, Ghalibaf described Baqaei as “a revolutionary and specialized figure in international law” with valuable diplomatic experience, noting his concurrent role as spokesman for the Ministry of Foreign Affairs.

“You are hereby appointed as spokesman for the Minab 168 negotiating team,” the decree stated. “Given the precision and sense of responsibility I have witnessed in you, I hope that in this front line of struggle you will succeed in clarifying and explaining the positions of the Islamic Republic of Iran to the world and in responding to the questions of the noble and courageous people of Iran.”

Baqaei has served in a range of diplomatic and international positions and currently acts as the spokesman for Iran’s Foreign Ministry.
