UAE fails to build consensus against Iran at IMO

A vote at the International Maritime Organization (IMO) has exposed the lack of broad international consensus behind a UAE-sponsored anti-Iran resolution, despite persistent Western political messaging over security in the Strait of Hormuz.

During the 111th session of the IMO’s Maritime Safety Committee in London, the resolution proposed by the United Arab Emirates was adopted with 59 votes in favor. However, 33 member states abstained, 27 did not participate in the vote, and two voted against it. The combined number of abstentions, opposing votes and absentees therefore reached 62, exceeding the number of countries that backed the measure.

The outcome suggested that claims of a united front against Iran within the IMO do not match the actual voting pattern of member states.

The resolution repeated political allegations against Tehran while ignoring the root causes of insecurity in the region, namely US and Israeli aggression, and criticizing Iran’s legitimate responses.

The resolution also called on the IMO secretary-general to monitor the regional situation and keep member states informed of developments.

Iran, in response, submitted several official documents to the Maritime Safety Committee presenting a different account of the crisis.

In one document, Tehran described US efforts to impose a maritime blockade on ships linked to Iranian ports as a violation of international law, warning that such actions threaten maritime safety, search and rescue operations, essential goods supply and normal commercial shipping.

In another submission, the Islamic Republic described the seizure of Iranian tankers and cargoes by the United States as piracy and armed detention of commercial vessels.

Tehran also emphasized that recent insecurity in the Persian Gulf and the Sea of Oman stemmed from US and Israeli military aggressions, while stressing that the Strait of Hormuz remains open and Iran continues fulfilling its maritime safety obligations.
