Accordingly, the Leader’s emphasis on the role, status, and boundless capacity of the people can be seen as a theoretical reinforcement of the principle of “people-centered national security.” In essence, this praise both acknowledges a social asset and sends a clear message to adversaries that their assumptions about gaps between the government and society are disconnected from on-the-ground realities.
