Mikhail Ulyanov made the remarks at the sidelines of the 69th General Conference of the International Atomic Energy Agency, which was held at the initiative of the Islamic Republic of Iran and with the presence of the ambassadors of China, Pakistan, South Africa, and Venezuela.

"In recent years, we have seen military attacks on nuclear facilities become the new norm. Russia experienced this during the Ukrainian conflict; since March 2022, the Zaporozhye Nuclear Power Plant has been regularly targeted by drones and sometimes artillery from the Ukrainian armed forces," Ulyanov said.

"However, what happened in Iran in June 2025 was completely unprecedented. Israel and the United States carried out targeted, deliberate, and premeditated attacks on nuclear facilities under IAEA safeguards, with the stated goal of their complete destruction. The perpetrators openly claim that they have the right to do so and will carry out such attacks again if necessary," he added.

The senior Russian diplomat stressed that this aggression is a clear violation of international law, the UN Charter, the IAEA Statute, and a blow to international security and the non-proliferation regime, of which the NPT is the main pillar.
