On this trip, Dr. Ahmadian, in addition to participating and speaking at the meeting of friends of BRICS, will also meet with some of his foreign counterparts on the sidelines of the mentioned meeting.
The Islamic Republic of Iran, Saudi Arabia, UAE, Egypt, Cuba, Belarus, Burundi and Kazakhstan are present at this meeting along with member countries of BRICS.

Ali Akbar Ahmadian, the representative of the Supreme Leader and the Secretary of the Supreme National Security Council of our country, explained the positions of the Islamic Republic of Iran regarding cyber security among the members of this meeting.
At the beginning of his speech, Dr. Ahmadian expressed the gratitude of the Islamic Republic of Iran for the initiative of the President and the high officials of the Republic of South Africa for organizing this meeting and for inviting Iran, and expressed his hope that with the cooperation and assistance of all member countries of BRICS, the process of accepting the request of the Islamic Republic of Iran in this important and effective group will begin and quickly be done.
He emphasized: Undoubtedly, the joining of countries such as the Islamic Republic of Iran, Saudi Arabia and Venezuela can raise the BRICS share of the world's energy reserves to a privileged level.
The secretary of the Supreme National Security Council of our country continued and said: cyberspace is a natural ecosystem that is born out of the combination of several types of new technologies, which parallel to the existing real and physical ecosystem, cyberspace with a new nature and in a digital form, is growing and developing rapidly in different dimensions and affects almost all areas of human society's activities, It has placed its capabilities and advantages in such a way that on the one hand it has made it completely different from the past eras of human life and on the other hand, perhaps human life would be impossible without it.
Dr. Ahmadian added: This new ecosystem, however, as it bores many opportunities for human life and has given it a different face, it can also pose countless threats to human societies and individuals, which necessitates that we face them intelligently.
He pointed out that due to its special technical and technological nature, this space has inherent and intentional technical vulnerabilities, and in addition to the fact that it damages the cyber security of the systems, networks and infrastructures connected to it, it will be able to, in accordance to the level of the dealt damages, put security of private and economic, social, cultural and even national security of countries in grave dangers.
Dr. Ahmadian added: A cyberattack on the national power grid or a cyberattack on the banking network, rail, air, and sea transportation network, etc., are examples of cyber-social threats and the resulting security risks.
Ali Akbar Ahmadian further said: the networked nature of the cyberspace and its capabilities for having high level interaction on its platform and carrying out exchange activities for various economic, social and banking affairs on the platform of these networks leads to the possibility of spreading threats and cyber attacks from within the networks of one country to the networks of other countries with which the aforementioned exchanges has took place. As a result, cyber security and in other words the security of these countries is related to each other and are affected by each other's cyber security.
He emphasized: To put it better, cyber security has a global and regional scope and it is not limited to one country, and for this reason, it requires cooperation and interaction between countries aligned with each other in order to protect their security in other areas as well.
The Secretary of the Supreme National Security Council addressed the audience: Another challenge in the cyber field is that some countries use their own designed systems and platforms to depend on others, in a new form and format, and as a result, they interfere in the internal developments of other countries and their security by abusing these products, a clear example of this abuse is the Abuse of American based platforms.
Dr. Ahmadian pointed out: The experience of my country has shown how the Americans have tried to create different types of interventions and insecurities in other societies by using these facilities and platforms.
He said: The lack of fair and just international laws in the field of cyberspace and the US having the ownership of worldwide internet management while creating platforms such as the Twitter, Google, Instagram and etc., has caused the US government to consider the international cyber space as its sovereign territory and to rule over different countries, especially influence their national security sphere.
He added: Every country's cyber space, is similar to the frequency space of that country, it must be managed exclusively by governments, and the unlicensed activity of internet-based platforms, which are generally American, has caused security challenges in different countries, including Iran. Of course, I imagine that many countries participating in this summit also have such experiences.
Dr. Ahmadian said: The Islamic Republic of Iran is one of the countries that is a victim of numerous cyberattacks, and its infrastructure has been targeted for attacks at various times, and these attacks have led to serious interventions in Iran's social, economic and security fields.
He added: We have many experiences that on the one hand, the US and some of its allies have taken anti-security measures and incited some people against the national security of their country by using the cyber platform and internet platforms, and on the other hand, by abusing these facilities, and different wordplays in these platforms they made the process needed for legitimately and legally dealing with these aggressions more costly and expensive.
At the end of his speech, Dr. Ahmadian stated: The Islamic Republic of Iran is interested in proposing specific and positive proposals by seizing the opportunity created to improve cyber security between the countries present at this meeting.
Signing bilateral and multilateral cyber security memoranda, cooperating in the formulation of laws and regulations related to global cyber security in various dimensions and coordinating their defense in international forums and confronting American unilateralism in the cyber space were among the suggestions of Dr. Ahmadian to the members of this meeting.
Also, the use of non-American based internet systems and platforms for financial, economic and administrative exchanges between our countries, the cooperation of the present countries in monitoring, safeguarding and issuing warnings about possible threats and cyberattacks to other members, and the cooperation of members in countering cyber attacks on the infrastructure of member countries are among other things suggested to the members of this meeting.
To hold bilateral or multilateral joint cyber exercises, cooperating in education and culture system while advocating and teaching subjects of cyber security, to pay attention to artificial intelligence that can create new fields for cyber security which will make us face with new opportunities and challenges, and to cooperate in promoting the role of member states for governing and management of the Internet were proposed at the end of the speech of the Secretary of the Supreme National Security Council of our country in the gathering of the members of the meeting of Secretaries and National Security Advisors of BRICS member countries.
