The formation of the title and mission of "Special Rapporteur on the Negative Impact of Unilateral Coercive Measures on Human Rights" under the Human Rights Council was due to the efforts of the Non-Aligned Movement (NAM) member states in 2014, and despite claims of human rights protection in Western countries, Countries have always opposed it and even voted against the resolution extending the mandate of the Special Rapporteur.

In general, the Special Rapporteur on Enforcement Affairs during field visits seeks to gain an understanding of the impact of sanctions on human rights under their mission by meeting with representatives of governments on the one hand and victims of sanctions and members of civil society on the other. Prepares a report and submits its proposals to the Human Rights Council.

In 2015, the issue of inviting the Special Rapporteur of the time, Mr. Idris Jazayeri, to visit Iran was raised for the first time, but with his death, this request remained unfinished until it was re-pursued and operational with the appointment of a new rapporteur, Ms. Alena Dohan.

Every report from any organization in any country or globally has the potential to be prepared for or against the country concerned, and the Islamic Republic, knowing this, hosted a special rapporteur.

Simultaneously with announcing Ms. Dohan's decision to travel to Iran, foreign dissidents, along with the sanctions, demanded that such a field investigation not be conducted and that a special report be prepared!

The announcement of the preliminary results of Ms. Dohan's report from Iran, which indicates the imposition of widespread inhumane damage to the people of our country as a result of the sanctions, embarrassed the preachers and their supporters so much that they agreed to discredit the results of the report and discredit this international structure.

The Special Rapporteur's objection, especially after being informed of the results of a report, indicates that the espionage is based on the benefits or harms that the party anticipates from the outcome of the report, especially if the source of the objections has traces in previous political scandals.

The primary source of suspicion, according to Alena Dohan, who cited sanctions as a serious obstacle to the human rights of Iranian citizens, is the observation of a human rights NGO in Geneva. The "Independent Watch" prefix for the organization is flawed when the name of Hillel Neuer as chair of the Geneva Summit on Human Rights and Democracy appears in the collection.

Neuer was named one of the top 100 most influential Jews in the world by the Zionist newspaper Ma'ariu and by Algemeiner magazine in 2017. While a student at Concordia, he also worked for the pro-Israel think tank!

While engaging in special procedures is voluntary and financially unprofitable, with the support of the Office of the United Nations High Commissioner for Human Rights, the rapporteur is commissioned to report on his or her discretion in disclosing or not disclosing his or her appointments, but Alena's opponents Dohan, who was outraged by his report on the devastating effects of illegal sanctions on the Iranian people, accused him of accepting bribes from the Chinese government.

 All of Dohan's allegations of bribery are based on an 83-page document published directly by the Office of the High Commissioner for Human Rights! Recognizing the fact that "there is no direct financial link between the reporters and the financial donors, and that the money in this document goes to the UN High Commissioner for Human Rights," they tried to calm them down.

It seems that the Islamic Republic's approach to this issue has been able to take advantage of convincing legal mechanisms and expose the oppressive consequences of sanctions in terms of the most basic human rights violations.

The issue becomes even more important when, if the human rights damage caused by unilateral sanctions is acknowledged, it violates the obligations of States under the UN Charter and makes them responsible for compensation for unilateral sanctions within the framework of international obligations.

The intelligent continuation of such procedures can provide the necessary conditions for effective use of the existing capacities in the international system in order to realize the rights of the Iranian people and condemn the powers that rely on unilateralism to impose their political will on independent nations.
