NOURNEWS - The third round of the new process of Vienna talks between Iran and the P4+1 to discuss the drafts agreed in the previous round started today, Monday, December 27th.
Contrary to the narrative of Western officials and the media, what happened in the previous two rounds of the meeting was Iran's will and seriousness to reach a good agreement on the one hand, and sabotage and time-consumingness on the other, with the aim of intensifying pressure and gaining more concessions.
In the current situation, re-reading the path taken since the signing of the JCPOA so far will provide a reliable measure and criterion for creating a correct understanding of the course of developments that have taken place since 2015 and the behavior of the main actors in it.
The so-called Comprehensive Joint Action Plan (JCPOA) between Iran and the P4+1, signed in 2015 under the auspices of the European Union's foreign policy chief, was based on two key pillars:
First, resolve Western concerns about Iran's nuclear program and impose temporary restrictions and guarantees in this regard.
Second, the elimination of sanctions and Iran's enjoyment of economic benefits contained in the text of the agreement, in addition to the formation of scientific-technical cooperation in the field of nuclear energy between Iran and the member countries of the International Atomic Energy Agency, will meet our country's needs in this area.
Regarding the first pillar, according to at least 17 reports from the International Atomic Energy Agency, Iran had fulfilled all its obligations by the time it decided to reduce its commitments in 2019.
However, since the Obama presidency, the United States has not fulfilled its obligations by violating the treaty in order to make a substantial difference on paper with the one implemented by Washington.
This issue was one of the important nodes of the JCPOA from the very beginning, which continued until the end and before the official withdrawal of the United States from this agreement.
Today, along with the ongoing talks to return the parties to their commitments, one of the main demands of Iran, which has been raised under the headings of truth, testing, and guarantee, is the opening of this historical knot.
A quantitative and qualitative review of the implementation of JCPOA in the short period of its operation shows that despite Iran's fulfillment of its obligations, on none of the issues of "lifting sanctions", "enjoying economic benefits" and "nuclear cooperation", as the former Governor of the Central Bank stated, "Almost nothing" occurred significantly, and no opening was achieved.
In the months following the 2016 election and the Republican victory in the United States, less than a month after Trump's appearance in the White House, he announced that he would work under the "maximum pressure" policy by tapping under the agreement table and tearing JCPOA's text in front of the media camera. Iran cannot make progress in the nuclear field, nor can it benefit from the economic interests of the JCPOA.
More precisely, Trump's target, as repeatedly stated by Republican officials, was the "economic and social collapse of Iran" with the imposition of "crippling sanctions."
By pursuing this policy, Trump sought to consolidate US hegemony and to show the world that Iran is bound to follow the White House, not only on the nuclear issue but also on other issues, including its missile program and regional policies.
In the meantime, although Europe ostensibly opposed Trump's approach, in practice it sided with him and his policies against Iran and became a reliable tool for implementing and enforcing a policy of maximum pressure.
There were two views on European behavior at the time; some, with the aim of purging Europe, believed that their behavior was due to Trump's pressure, but others believed that this behavior was due to their heart's desire and that they hid behind Trump only to maintain prestige, which is true. The destructive behavior of three European countries, especially France, was proved in the new negotiations in Vienna.
In the new circumstances, with the coming to power of the 13th Iranian administration and the serious will of the regime to realize the rights of the nation, the new negotiation process began, while the Biden administration, while eager to reach an agreement, has repeatedly stated that Trump's departure was a mistake. It has been strategic and has done a lot of damage to the United States.
The practical translation of this White House approach is that Washington intends to return to pre-Trump conditions and live up to its commitments to the JCPOA, but it should be noted that this claim has requirements, and the most important one is the real change in policies and procedures.
According to this, the focus of Biden's government's claims must be on changing sanctions policies.
Naturally, the Biden government, in order to prove its good faith and honesty, should have put on its agenda the lifting of all sanctions on JCPOA and post-JCPOA with any title that would prevent Iran from benefiting from JCPOA's interests, but so far there is no sign of that.
The point, however, is that in addition to exposing Europeans' lies in this regard, there are many indications that Americans are lying, including "Trump's failure to lift sanctions," "imposing new sanctions," and "threats and pressure under the pretext of time constraints." and "the extensive psychological operations to force Iran to accept the extravagances."
These signs of the Biden administration's behavior mean nothing more than the continuation of the policy of maximum pressure and the use of sanctions to achieve Trump's stated goals, and suggest the continuation of the Republican path towards Iran.
In such a situation, Westerners, both in Europe and the United States, are trying to justify themselves in international public opinion with the tools of psychological operations and by refusing to accept the logic of correct negotiations.
Whereas, if Biden's America, as it claims, really opposes Trump's policies, it has no choice but to change course and eliminate the policy of maximum pressure.
In the current negotiations, two agreed texts are on the table as the path to the talks.
By correcting and completing the June texts, Iran has applied its approaches with the focus of returning to the previous commitments of the parties in the new texts.
How the Western side of the negotiating table will deal with Iran's technical and legal demands in the coming days is a repeated test of the sincerity and will of European countries and the United States to return to their commitments.
The remaining days of 2021 will show whether these countries are true to their claims or will continue to lie on the same heel of lying, deception, and extravagance.
