The use of this two-sided literature, which refers to issues that are completely outside the legal mandate of the Agency, strengthens the hypothesis that the purpose of the Director General of the Agency in presenting such a report is only to damage the process of negotiations on the lifting of sanctions and also to put pressure on Iran to give up its legal demands.

With the publication of this report, the International Atomic Energy Agency once again exposed its completely political and directional behavior to everyone, because the agency, based on its legal duties, should not enter into the process of obtaining assurances about the nature of nuclear activities of countries.

The agency's legal duty, as a technical and legal institution, is not to declare guarantees regarding the nature of countries' nuclear activities, it should only prove the existence of deviations in countries' nuclear programs based on defensible documents.

The broad powers that the IAEA has under the safeguards treaty to monitor the nuclear activity of countries are defined only to prove deviations in the nuclear program of countries and not to guarantee that it is peaceful.

The agency's legal tools and powers have been used in an unprecedented manner in the past years to monitor Iran's peaceful nuclear program, and in this way, the agency has never been able to provide documents that indicate the existence of deviations in Iran's nuclear program.

Despite Iran's extensive cooperation and the provision of access, an important part of which was voluntary, the Director General of the IAEA, with a completely political approach, announced in his latest quarterly report that Iran still has not provided reliable answers about the origin of the uranium particles found in 3 sites, which it seems are mostly old, for years under review of IAEA.

This kind of political behavior, which is unprecedented, while questioning the agency's credibility as an international institution, confirms Iran's legitimacy in the context of the need to close safeguards issues before taking any action on Iran's part.

In recent years, the director general of the agency has repeatedly shown that he is not trustworthy by publishing biased and directional reports and that he is simply trying to get closer to the power blocks in the world by using the created conditions, even at the cost of the agency's prestige to pave the way for the realization of its endless ambitions.

If the biased actions of the Director General of the Agency are the only reason for Iran's insistence on solving safeguards issues before the start of our country's actions, it should be taken seriously in terms of observing rational principles and defending national interests and stand up to remove this obstacle.
