Al-Kazemi's changes in the various levels of command of the intelligence and security services, which some interpreted as an "earthquake in the structure of the Iraqi security services," were: the removal of Maj. Gen. Amer Saddam, the deputy interior minister for intelligence, and the appointment of Maj. Gen. Ahmad Abu Ragheef.

He was replaced by the removal of Abdul Karim Abdul Fadhil (Abu Ali al-Basri), director general of intelligence and counter-terrorism at the Interior Ministry, and the appointment of Hamid al-Shatri, the transfer of Baghdad operations commander Qais al-Muhammadawi to the Ministry of Defense, and the appointment of Maj. In fact, the United States considers its most important obstacle to the continuation of military presence in Iraq as the axis of resistance and groups such as al-Hashd al-Shaabi, and the Al Saud and the Zionist regime also have many incentives for the U.S. survival in the region and the destruction of resistance groups in the shadow of the escalation of unrest, so obviously they will do their best to morale ate the remaining elements of ISIS and rebuild them.
