Terrorist Attack on Scientists Manifestation of Attack on Nuclear Facilities

Assassination of nuclear scientists, as the main capacity and effective elements in the management of nuclear facilities, accountability and fulfillment of the commitments demanded from countries in the two important fields of safety and security, are deemed as the conspicuous examples of attacking and damaging the civilian nuclear techhology ability and capacities; therefore, the world countries, especially the IAEA Director General are facing an important test.

NOURNEWS - Today, any terrorist attack against scientists and experts of civilian nuclear energy is tantamount to attacking nuclear facilities, requiring the UN Security Council to show reaction, and while the losses sustained should be compensated, the party that has sustained the loss is entitled to the right of defense under article 51.

The International Atomic Energy Agency, during 63 years of its life, especially after the calamities like Chernobyl, has seriously put on its agenda two issues of safety and security of nuclear facilities regardless of the geographical location or political inclinations of countries.

In view of this, we have been witness to ratification of a large bulk of binding and obligatory documents including resolutions, protocols and instructions; a series of documents which symbolize the importance of the issue and the horrible, indiscriminable, an irreparable impacts resulting from the failure of the members of the international community in two fields.

Obviously, the main responsibility rests upon the relevant countries (the location of nuclear facilities). To be more simple, the competency and responsibility of the IAEA entails the complementary qualification and in line with consultation and assistance to the member states.

Today, assassination of nuclear scientists, as the main capacity and effective elements in the management of nuclear facilities, accountability and fulfillment of the commitments demanded from countries in the two important fields of safety and security, are deemed as the conspicuous examples of attacking and damaging the civilian nuclear techhology ability and capacities; therefore, the world countries, especially the IAEA Director General are facing an important test.

The role of Martyr Doctor Mohsen Fakhrizadeh, university professor and one of the 500 scientific and influential figures in the world, is eminent and definite in enhancement of safety level of nuclear facilities of the Islamic Republic [of Iran] and peaceful usage of nuclear energy. Today, the International Atomic Energy Agency, in line with consolidation of its previous ratifications especially in the two fields of safety and security of nuclear facilities against terrorist attacks, should recognize the unique role of the nuclear scientists and, along with identifying terrorist attacks on these people as terrorist attack on nuclear facilities and strongly condemning it, it should refer the issue to the UNSC.

As for the importance of the two issues of safety and security, it would be enough to mention that the IAEA, in its numerous instructions, has called on its scientists and employees, while fulfilling their duties, not to be affiliated to any country or foreign source; and merely obey the commands of the Agency and do their job under the immunity of this body!

 The IAEA’s move at the 52nd session of the UN General Assembly in Vienna in 2008, with the participation of 1,400 nuclear scientists and diplomats from over 130 countries, to approve two important and comprehensive resolutions (pertaining to the necessity of bolstering the ability of countries and the Agency in the two fields of nuclear safety and security of nuclear facilities), was just a small section of the IAEA’s activities in this sensitive arena.

With respect to the definitive and unique status of nuclear scientists in formation of international documents, and then verification and countries’ fulfillment of commitments in the two fields of safety and security of nuclear facilities (a thoroughly specialized role that is incomparable with that of diplomats…), it is clear that any damage to this key section in the management of nuclear facilities (apart from the country or political inclinations), will have malign and irreparable impacts; thus, it is essential to send a clear message especially to those engineering state terrorism.

Today, any terrorist attack against scientists and experts of civilian nuclear energy is tantamount to attacking nuclear facilities, requiring the UN Security Council to show reaction, and while the losses sustained should be compensated, the party that has sustained the loss is entitled to the right of defense under article 51.

The International Atomic Energy Agency, in view of fulfilling its obligations according to the principles and objectives underlined in the statute of this important international institution, especially on the maximum enhancement of safety and security of nuclear facilities of the world countries, should pay special attention to the main elements of these facilities, namely, nuclear scientists.

Definitely, approval of a binding protocol in this field will act as an important potential for marginalizing engineers and promoters of state terrorism in the world, and will be a notable value added in line with reinforcement of the international peace and security.
